Katherine Magruder is the Executive Director of the Maryland Clean Energy Center (MCEC) leading efforts to facilitate decarbonization and build the advanced energy economy. She is engaged in project financing, innovation advancement, workforce development, consumer outreach and education as well as government and industry stakeholder relations. During decades of public service, she has helped hundreds of entrepreneurs, contractors and manufacturers embrace sustainability practices. Her lifelong track record of outstanding achievements serving businesses, including manufacturers, led to significant positive impacts across Maryland. Katherine’s drive and her ability to build community with a variety of stakeholders makes her a Star who gets results.

Katherine led efforts to launch programs designed to provide access to capital for energy projects including the Maryland Home Energy Loan Program, Maryland Clean Energy Capital Program, the Maryland Commercial Property Assessed Clean Energy (MDPACE) Program, and most recently- the Clean Energy Advantage Loan Program. In the past 15 years, under her leadership MCEC she has leveraged $14M in public funds to attract over $206M in private capital to deploy cost and energy savings solutions.

In her prior position Katherine served as Chief of Staff at the University of Maryland Biotechnology Institute; known for performing cutting edge research and transfer of newly discovered technologies to commercial applications, when it existed as part of the University System of Maryland.

Kathy served as the Director of Resource Based Industries, for the Maryland Department of Commerce.  Working in collaboration with multiple agencies and in partnership with the Maryland Energy Administration.
