The Baltimore County Department of Economic and Workforce Development is pleased to nominate Jay Bouis, the Assistant Dean for Applied Technology and Logistics in the School of Continuing Education at the Community College of Baltimore County for RMI’s STARS award. Jay has a proven track record of creating partnerships and developing the workforce for manufacturing jobs.  Jay is responsible for workforce development programs in building and industrial technology, information technology, transportation, distribution, logistics, and registered apprenticeships.  Jay brings over 25 years of public and private sector experience.

Jay is an advocate of the manufacturing industry. He works closely with employers to better understand industry trends and needs and develops workforce training programming to meet their needs. He was instrumental in the creation of the Industrial Maintenance Technician and the Instrumentation and Electrical Technician state apprenticeships through CCBC.  He has served on various manufacturing boards in leading efforts to expand the manufacturing industry in the Baltimore Region.   Through various programs and grants secured focusing on the manufacturing industry, he as helped under-represented populations in the county with training solutions in manufacturing.  He further developed and improved manufacturing programming at CCBC with improvements to classroom labs with state-of-the-art equipment.  He also advocates for students at conferences with speaking engagements promoting manufacturing advancements and workforce training initiatives.  Most recently he facilitated a Baltimore County Manufacturing Industry Workforce Business Roundtable. He continues to support emerging technologies in manufacturing including current initiatives in Offshore Wind.
